Prime Minister runs the country. Chief Minister runs the State. Logically, then the Chair Person of Zilla Parishad should run the district. Why does the D.M or Collector Administer the District ?
Because DM or collectors are the representatives of the union government and under the three tier system the chairperson of zilla parishad is accountable to the representatives of union government.
