In a formal letter, whether the subject is above or below the salutation?

Generally subject and reference are given before salutation. Example: Subject:-Purchase of stationery-regarding Ref:-Order dated 30.7.2013 Sir, But in some official correspondences subject and reference are given after salutation. Example: Sir, Subject:-Purchase of stationery-regarding Ref:-Order dated 30.7.2013
