Steal is preferred for making permanent magnets whereas soft irons is preferred for electromagnets. give reason?

Because soft iron does not stay magnetised and steel does, so steel will still be magnetic when you turn it off.
In other word, soft iron core is easily be magnetised and easily be demagnetised.
