is salt and sugar is basic/acidic/neutral

It depends on the salt. It may be Acidic, Basic, or Neutral.
A salt is in general neutral. It consists of the conjugated base of an acid an the conjugated acid of a base.
         NaOH + HCl --> NaCl + H2O
The salt is NaCl with Na+ being the conjugated acid of NaOH and Cl- being the conjugated base of HCl.NaCl is neutral because NaOH is a strong base and HCl is a strong acid.
Sugar is neutral, neither acid nor base.There are no protolysiable H atoms.
