Can a body have acceleration without velocity.Explain?

Yes, but only for an instant. The best example is when you throw something straight up in the air. All the time it's in the air, it has a nonzero acceleration (namely, 9.8m/secĀ²). But at the very top it stops for an instant before coming back down. At that instant, its velocity is zero. 
On the other hand, nothing can have acceleration without velocity.
