Is it possible to conduct cross-species genetics? If lizard DNA is mixed with people who have aplastic anemia, they might be able to regenerate their arms.So is it possible?

Cross-species genetics
Taking DNA from an animal and simply putting it inside a human mixing it with a human DNA and it make a human/animal species which will make it a cross species. 
Is cross species genetics possible?
It can be only possible in those organisms having same number of chromosomes.
