Why well off Londeners supported the need of building houses for the poor in the 19th century ?

Well off Londeners supported the need of building houses for the poor in the 19th century because of the following reason.

  One room houses in which the poor lived were seen as the breeding ground of diseases and hence a threat to public. They do not have any proper sanitation.
 
 They were thought of as fire hazards because they were over crowed and badly ventilated.

There is a widespread fear of  social disorder especially after the 1917 Russian revolution

So housing scheme were undertaken to avoid  a rebellion by the poor , which supported by well off people.
