Both valencies and ion charges are of same value?

According to Octet rule, an element having 8 electrons in its outer most orbit/shell (called valence shell) is stable.To attain stability all the elements prefer to maintain 8 electrons in its outer most shell either by losing or gaining the electrons and form ions.

Eg Na has 11 electrons
Its Electronic configuration is 2,8,1
Its outermost shell has 1 electron. To attain stability it prefers to loose one electron and form positive ion(Na+). Therefore its Valency / Ionic charge is 1.
