why there is a rule of8 elecrons in the outer most shell?

All atoms , except the group 8 atoms need to achieve  8 electrons in the outter shell  to attain stability, In order to do these atoms have two choices, either to loose electrons or to gain electrons.Atoms in groups 1-3 will loose ,ie donate their electrons when the chemical reaction taking place.Atoms in groups 5-7 will accept, ie gain electrons when the chemical reaction occurs. This rule is commonly used in drawing Lewis dot structures. Lewis structures (also known as Lewis dot diagrams, electron dot diagrams, and electron dot structures) are diagrams that show the bonding between atoms of a molecule and the lone pairs of electrons that may exist in the molecule.
