In hand-driven grinding machines, handle is put near the circumference of the stone. Why?

A torque is required to move the machines. The torque is equal to the multiplication of applied force and its perpendicular direction from the axis of rotation. Clearly more the distance more torque can be applied by the same force as ? = r x F  On account of this the handle is put near to the circumference of stone.
