Gram Panchayat, Panchayat Samiti,and Zilla Parishad are the three constituents of ‘Panchayati Raj’ system.

2. Explain briefly about the Panchayati Raj system in Maharashtra ?

The Panchayati Raj system in Maharashtra is unique in many respects.A district is considered to be the main unit  of planning and development,therefore the Zilla Parishad at the district level occupies an important position in the entire system.The Panchayat Samiti is the link between Zilla Parishad and the Gram Panchayath.Control of the state government over the administration of these institutions is another feature of the Panchayati Raj system in Maharashtra.

3. Explain the composition of Zilla Parishad in Maharashtra ?

The Zilla Parishad consists of elected and ex-officio members.The elected members are the representatives of the people.One third of seats are reserved for women.Scheduled castes and Scheduled tribes are given representation through reservation;decided according to their proportion in population.Twenty seven percent of seats are reserved for other backward classes.The Zilla Parishad has a term of five years.The members of the zilla parishad also enjoy a term of five years..However,dissolution before the completion of the term by the state government  is possible on the ground of its inefficient functioning.It is mandatory to hold fresh elections within six months,to constitute a new zilla parishad.The elected and ex-officio members form general body of Zilla Parishad,Which meets at least once in three months.

4. Explain how the president of Zilla Parishad is elected ?

The president of the zilla parishad is elected by the members of the Zilla Parishad,for a period of two and half years.The office of the president is reserved for women,Scheduled Castes,Scheduled tribes and other backward classes by rotation.

5. What are the functions of Standing Comitte in Zilla Parishad?

     i)  It reviews periodically the activities of zilla parishad and takes important policy decision,

    ii)  It inspects and supervises the schemes of development of the zilla parishad.

    iii)  It takes decision regarding taxation and other financial policy matters and discusses the annual budget before it's submission to general body.

6. Briefly explain the composition of standing committe in Zilla Parishad?

The president of the Zilla Parishad in the ex-officio chair person of the standing committee.The chair persons of subject comittee and eight members elected by the Zilla Parishad from amongst it's members are given representation in the standing Committe.It also co-operates two members having special knowledge of the functioning of standing committees.

7. What are the sources of Income of Zilla Parishad ?

The Zilla Parishad has the powers to raise revenue for it's effective functioning.It's  sources of income include.

    a)  Imposes professional tax,general water tax,entertainment tax, and tax on pilgrims.

    b)  It receives grant from Government.

    c)  It receives it's share of income from state finance commission.

    d) The zilla parishad gets 70% of share in the land revenue collected from the district.

8.Briefly explain the composition of Panchayat Samiti in Maharashtra?

The Panchayat Samiti is at the middle level in the three tier Panchayati Raj system.A district is divided into development blocks corresponding with a Taluka.The Panchayat Samiti functions at this taluka level.The members of Panchayat Samitiare elected directly by the eligible voters from that area.The area of taluk or development block is divided into constituencies and people elect one representative from each constituency There is a provision for co-option of the members which enables the Panchayat Samiti to provide representation to experienced people.As per provisions of law 1/3 seats are reserved for women,27% seats are reserved for other Backward classes and Scheduled castes and tribes are given representation in proportion to their population.The Panchayat Samiti has a term of five years.

9.What are the sources of income of Panchayat Samiti ?

The Panchayat Samiti does not have independent sources of income.It is receives grant from Zilla Parishad annually,to meet expenses.The state government also provides financial assistance to the Panchayat Samiti for implementing it's  schemes.

10.How the population decides the formation of Gram Panchayats in Maharashtra.Explain ?

A minimum population of 500 is required to form a Gram Panchayat in Maharashtra.villages that have a population of less than 500 are grouped together to form a Group Gram Panchayat.On the basis of their population,the Gram panchayats

are classified into three categories, A,B,and C.

11.What are the functions of  Sarpanch ?

     i) She/He convenes the meetings of the Gram Panchayat and the Gram sabha and presides over them.

     ii) She/He implements the resolutions passed by the Gram Panchayath.

     iii) She/He supervises over the financial matters of the Gram Panchayat,collects taxes and prepares the annual report for the working of Gram Panchayat.

12.Write short note on Gram Sevak ?

The Gram sevak is appointed by the zilla parishad,to carryout the routine work of the Gram panchayat.The record and accounts of the Gram Panchayat is maintained by the Gram sevak.She/He records the minutes of the meeting of the  Grampanchayat.

13.Explain how Gramsabha plays an important role in villages life ?

The Gramsabha is an organisation of local people and the fundamental unit of democracy.Gram sabha provides a platform for the people to come together and and discuss village matters.The Sarpanch must convene a minimum of six meetings of the Gram Sabha in a year.A public announcement is made a day earlier so that villagers attend meeting in large number.Villagers participate in the discussions held in Gram Sabha.They have right to ask questions to which the presiding officer must answer with prior notice of two days the villagers can introduce a resolution The Gram sabha gives villagers an opportunity to express their views,opinions and grievances.It helps to bring transparency and openness in rural politics.
